OPC Spotlight: City of Santa Cruz Social Vulnerability to Climate Change Hazards Assessment

The Challenge:  Using the right science

The Solution:  City of Santa Cruz Social Vulnerability to Climate Change Hazards Assessment

How Did They Do It?

The City of Santa Cruz, as part of the 2017 Climate Adaptation Plan Update, conducted an assessment of residents’ social vulnerability to sea level rise and other climate hazards. The objective of the Social Vulnerability to Climate Change Hazards Assessment was to evaluate the geographic scale and drivers of social vulnerability. Local indicators were compiled to form a social vulnerability score for each block group.

For the analysis, the indicators of social vulnerability included 1) an income below the median income (based on HUD home income limits), 2) elderly (>65 years of age), 3) language limitations, 4) disability, and 5) crime incidence (violent and property crimes). (A complete explanation of the methodology is contained in Appendix E for the Update.)

From this data, neighborhoods were given a social vulnerability rating of low, medium low, medium, medium high or high and color-coded maps were produced. Following this step, planners measured sea level rise impacts on neighborhoods and critical facilities to better understand which socially vulnerable residents would be affected.
