OPC Spotlight: Resilient By Design, Bay Area Challenge

The Challenge:  Building public support

The Solution:  Resilient By Design: Bay Area Challenge

How Did They Do It?

The Resilient by Design (RBD) Bay Area Challenge was a year-long design competition bringing local, national, and international experts together with local residents and public officials. RBD aimed to devise community-based, long-term visionary proposals to address sea level rise at specific locations around San Francisco Bay. In this way, RBD sought to significantly increase public awareness and understanding about the region’s risk from sea level rise and the wide range of possible solutions that will build resilience.

After receiving 51 submissions and undergoing an extensive jury process, RBD selected 10 winning Design Teams to participate in the Bay Area Challenge. The teams included designers, urban planners, architects, engineers, and other local, regional, national, and international resilience experts.

In the next project phase, the 10 design teams spent two months touring many potential project sites in all 9 counties and meeting extensively with community organizations and local government leaders. Following this, RBD’s Research Advisory Committee picked 10 sites for in-depth proposal development and matched each one with a design team and local community organizations for 4-5 months of collaborative planning.

In May 2018, the teams presented their visionary proposals to a final jury and the public. The innovative proposals received wide exposure in print and electronic media in the region. Now, the task turns to the financing and implementing these visionary futures.

Who Made This Happen?

Resilient by Design was led a group of Bay Area public agencies, business groups and non-profit organizations. RBD’s initial leadership group secured the $5 million grant. The original impetus for RBD came from talks between staff for the New York-area Resilience by Design project and the City/County of San Francisco

How is it Funded?

A $5 million grant from the Rockefeller Foundation.
