How Did They Do It?

Since funding and financing for sea level rise projects is a major issue, the Resilient by Design: Bay Area Challenge teams hired consultants to develop The Finance Guide. The purpose was to assist the design teams by providing a strategic perspective and descriptive overview of funding and financing options.

RBD is a year-long project, funded by the Rockefeller Foundation, to design 10 innovative projects to address sea level rise at 10 locations around San Francisco Bay. For each site, private firms are teamed with community organizations to develop localized, 21st century solutions.

The Guide describes the broad range of traditional funding sources and financing mechanisms used for infrastructure development in California, as well as alternative revenue sources that have not been widely used to-date. Funding for project predevelopment and project implementation are both covered. The Guide focuses on the critical need for support from local voters and landowners as a prerequisite for successful implementation.

Who Made This Happen?

The RBD Finance Advisory Team was led by NHA Advisors and Urban Economics. The overall RBD Challenge is led by the Bay Area Regional Collaborative (regional agencies) and a set of regional sea level rise stakeholders.

How is it Funded?

RBD is funded by a $5 million grant from the Rockefeller Foundation.
