How Did They Do It?

Marin County developed the award-winning Game of Floods as a public education activity and has used it extensively in a range of settings. The game brings Marin residents directly into the difficult planning decisions posed by a future of sea level rise and extreme storms. Building public support is critical to any sea level rise planning process and Game of Floods has performed that function masterfully in Marin.

The tabletop game is designed as a group activity with 4-6 residents per table. Participants are tasked with developing a vision for “Marin Island 2050” on a hypothetical landscape involving risks that Marin will see in coming years—loss of homes, community facilities, roads, agricultural land, etc. After a basic lesson in adaptation strategies and approaches, participants take turns championing assets they value and proposing strategies to protect them. After a series of lively interactive rounds, the game concludes with a group discussion to try to reach consensus on a vision for the County.

Game of Floods has been used at public workshops, schools, community groups and other meetings. Participant reaction has been very positive, as the game fosters collaboration and deepens understanding of the many issues surrounding future flood protection and climate change. While the game was designed for Marin, it can be easily adapted for other communities.
