The California Energy Commission’s Public Interest Energy Research (PIER) Program supports public interest research, development, and demonstration projects to benefit California. This report is one of many products from this program. Specifically, in this case researchers as Berkeley develop a rigorous analysis of the San Francisco Bay region’s transportation infrastructure’s vulnerability to future sea level rise and associated flooding. The researchers developed unique methods to improve assessment approaches. First, based on currently available geographical information system (GIS) data a higher‐resolution digital elevation model for the Bay Area was created. Additionally, the researchers introduced a new approach to improve the surface elevations of features and better calculate the risk of over‐topping by sea level shifts and storm surges. The primary focus of the report is on assessing the increased travel time from first responder locations to all neighborhoods in the region under different future sea level rise scenarios.
