The Adapting to Rising Tides: Hayward Shoreline Resilience Study is a shoreline resilience planning effort in Hayward that addressed extensive parks and natural areas, major wastewater infrastructure, and the approach to the Hayward-San Mateo Bridge. Adapting to Rising Tides (ART) is a program of the San Francisco Bay Conservation and Development Commission (BCDC), which brings together local, regional, state and federal agencies and organizations, as well as non-profit and private associations for collaborative planning projects on sea level rise and climate change. This vulnerability assessment report is one of several products from these planning efforts, examining a portion of Hayward’s shoreline of the vulnerability to future sea level rise and associated impacts, which include permanent inundation and temporary flooding. The report explores these impacts as they relate local assets such as marsh systems, landfills, wastewater infrastructure, highways, shoreline protection infrastructure and local trails. The report discusses three conceptual landscape visions – 1) a traditional levee, 2) a horizontal levee and 3) making room for the bay – as different adaptation strategies for the area.
