In December 2013 Oakland was competitively selected to join 100 Resilient Cities, an initiative Pioneered by the Rockefeller Foundation that aims to help cities around the world build resilience to the social, economic, and physical challenges of the 21st century. This report is one of several products from these efforts. Specifically it is a general roadmap for the City of Oakland to build resilience in the context of sea level rise and associated impacts such as watershed flooding, accelerated loss of marshlands, tidal inundation and rising groundwater levels. The report builds on other successful regional sea level rise studies, including the Bay Conservation and Development Commission (BCDC) Adapting to Rising Tides (ART) projects, Climate Change and Extreme Weather Adaptation Options for Transportation Assets in the Bay Area Pilot Project, and the Association of Bay Area Government (ABAG) and BCDC Safer Housing, Safer Communities Report. The report summarized key vulnerabilities identified in these prior projects. It also identifies priority actions for Oakland organized around the four themes: 1) Engagement and Collaboration, 2) Regional Coordination, 3) Understanding Neighborhood Vulnerabilities and 4) Climate-Smart Development.
