The Roadmap to Resilience is a tool for residents to use to achieve environmental justice in adaptation planning. It was developed by Climate Adaptation and Resilience Enhancement (CARE) to address greater impacts from climate change, particularly in frontline communities. Specifically, this report examines Richmond, California, where pollution from a nearby oil refinery has exacerbated the impacts of climate change. Through workshops and public meetings, the community of Richmond identified 4 main issue areas: Sea-Level Rise, extreme heat events, healthcare services, and renewable energy.
