This case study details how the Western Riverside Council of Governments (WRCOG) and San Bernardino County Transportation Agency (SBCTA) used a Caltrans SB 1 Adaptation Planning Grant to conduct Analyses for Smart Climate Resilient Transportation Planning and Investments. The project involved conducting climate risk-based assessments on a sample of vulnerable transportation assets that provide full asset value. The project evaluated the socioeconomic costs and consequences of climate-induced disruptions to vulnerable assets, which shape local project prioritization and capital investment for the benefit of the region’s disadvantaged and climate-vulnerable communities. The Analyses provides local jurisdictions with concrete tools, methods, and resources for the region to incorporate asset risk into their planning processes for sound transportation project prioritization and investment. With this project, WRCOG and SBCTA were able to arm local jurisdictions - many of whom lack the resources to undertake a study of this magnitude on their own - with information and strategies for allocating their scarce transportation funds towards reduction of climate risks to the regional transportation system and communities.
