This study for California's 4th Climate Change Assessment focuses on the 2012-2016 Drought and discusses how small self-sufficient drinking water systems were affected by, challenged by, and responded to the extreme event. To assess drought impact on small water systems and the predominantly more rural and low-income communities they serve, the authors gathered perspectives and experiences from drinking water system managers across the state with the goal of better understanding the impacts, responses, and barriers to dealing with the Drought. They find that drinking water systems, regardless of size or government project water reliance, experienced similar categories of drought impact, responses, and barriers, but the realities within these categories differed greatly based on system size and water source portfolio.
