The study provides a snapshot of the current state of coastal adaptation across California and advances the understanding of local governments' climate change adaptation finance challenges by examining the nature of those challenges and proposing solutions to address them, especially sea level rise. Sea-level rise has emerged as the dominant present-day coastal management concern across California. This scientific study is one of 44 Technical Reports from California's Fourth Climate Change Assessment report series.
