This SB 100 Joint Agency Report: Achieving 100 Percent Clean Electricity in California: An Initial Assessment is intended to be a first step in an iterative and ongoing effort to assess barriers and opportunities to implementing the 100 percent clean electricity policy. The 100 Percent Clean Energy Act of 2018 (Senate Bill 100, De León, Chapter 312, Statutes of 2018) is a landmark policy that establishes a target for renewable and zero-carbon resources to supply 100 percent of retail sales and electricity procured to serve all state agencies by 2045. This report assesses various pathways to achieve the target and an initial assessment of costs and benefits. The report includes results from capacity expansion modeling and makes recommendations for further analysis and actions by the joint agencies.
