San Francisquito Creek Joint Powers Authority (SFCJPA) is a regional government agency, which plans, designs and implements capital projects that reduce a proven flood threat, enhance ecosystems and recreational opportunities, and connect our communities. This report is one of many products this agency has produced as part of their different projects and is focused on the project called the Strategy to Address Flood protection, Ecosystems and Recreation along the San Francisco Bay (SAFER). Specifically, this report is designed to evaluate the flood protection alternatives along the San Francisco Bay shoreline from Menlo Park/Redwood City border south to San Francisquito Creek, where another SFCJPA flood protection ecosystem restoration project is under construction. The report aims to provide the justification necessary to support the selection of a preferred alternative that will move forward into the California Environmental Quality Act (CEQA) analysis. The report includes the project’s technical considerations and requirements, the screening and evaluation criteria used, the development of preliminary alternatives, and the feasibility scoring matrix. The report concludes with overall results and preliminary rankings.
