This case study documents the City of Ventura's process of developing a Climate Action and Resilience Plan (CARP) in response to the 2017 Thomas Fire. The CARP is a document that guides day-to-day decision making and serves as a long-term vision for the City as the climate changes. Key components of the project included targeted community engagement with the City's spanish speaking communities, alignment across multiple plans, CEQA tiering, a vulnerability assessment, and both climate adaptation and greenhouse gas mitigation strategies.
