Through three case studies, this paper discusses ways the tools and guidance from state agencies can be applied to local climate action planning. Each case study centers on a different challenge for adaptation planning; mainly regarding vulnerable populations and businesses. The paper ends with a discussion on what was learned from each study, and what opportunities there are to continue improving adaptation planning.
