With funding from SB 1’s Caltrans adaptation planning grant program, the San Diego Association of Governments (SANDAG) developed this project to support jurisdictions in San Diego County that are transitioning from planning to implementation of their climate change mitigation and adaptation work. The Holistic Implementation and Adaptation of Transportation and Resilience Strategies (HIATRS) employed an integrated approach to develop a methodology and toolkit for prioritizing implementation of adaptation and transportation resilience strategies. Additional project deliverables include guidance documents to support consideration of the economic implications of adaptation strategies and to integrate equity into adaptation planning and implementation. These resources are intended to make adaptation planning more accessible to local planning staff, practitioners, and decision makers.
